Blogger is also a very popular site for creating blogs it was created by GOOGLE and this is the best site for those who don't have to buy a domain and hosting but it is not good as WordPress because for Blogger you have to learn SEO and you will not get plugins for your websites but there are also some good things in blogger that it's easy to use and you don't have to buy a domain or hosting it's free provided from google and you can do a some of customization although it's free but if you want to buy a premium domain and you want to use Blogger then for that they also provides you feature so that you can link your Blogger domain with a custom domain. In my recommendtion I will recommend blogger for those only who knows SEO or they don't want to spend money on domain or hosting.

Conclusion: WordPress is a very good site for creating blogs and websites for those who have money to spend on it but blogger is also a good site for those who don't have money to spend but they are a good content writer, SEO writer and want to show ther skills without spending money.
